MANIFEST DESTINY

'President Obama’s plan to remove all U.S. combat troops from Afghanistan by the end of 2016 “is not a zero option . . . not a withdrawal plan,” the commander of U.S. and international forces there said Wednesday. Gen. Joseph F. Dunford Jr. said the plan he expects to implement, following Obama’s announcement last week, is a “transition” that bears no resemblance to the 2011 U.S. withdrawal from Iraq.
